Okay, lets get down to the nitty gritty here.
I know how all you leet PVP experts love to use the quote "Eve<>RL" but here's the facts.
Take RL inot the far future: A vehicle/vessel designed to mine or transport stuff would have much more protection against bandits. Either in the form of extensive HP, super shields or such. Other forms may include heavy weapons and other offensive means. If these vehicles were going to work in heavily pirate infested areas, they would probably have big time defence and offence. Nobody in their right mind is going to send a tin plate ship with pop guns into a prate infested region, no matter how much support it has.
Eve is a classic PVP based game and miners and indy's are simply the moving targets for PVPers to shoot at. If it were RL, the dialogue would go something like: Escort leader: "Sir, our industrial ships are being blown out of the sky. it doesn't matter how much we fire at the enemy, they simply target our industrial ships and blow them up." Commander: "Well beef them up. Put more armour on them, increase the shield strength, beef up the shield booster gains, give them decent weapons to fire back. Give all industrial ships +2 stab strength as standard and put a hardwired shield booster and DC on Freighters etc. Don't just whine, do something about it."
With Eve: Escort leader: "Sir, our industrial ships are being blown out of the sky. it doesn't matter how much we fire at the enemy, they simply target our industrial ships and blow them up." Commander: "Who gives a ****, they're only carebears. At least we didn't lose any fighters."
Considering the "carebear" community are the backbone who build, supply and do all the donkey work so PVPers can fly their ships, Don't you think that IRL, they would do all in their power to protect these ships? Don't you think that these workers would be better able to defend their ships even if their offensive capability was limited? Bonuses to shield boosters and with heavy armour and natural stab strength so they could possibly survive an encounter?
So, yes I agree that Eve<>RL but the end result is the same whether it's RL or not. Miners and industrialists will stay where it's relatively safe because they know that anywhere unsafe is effectively just suicide even with an escort. They will also stay where profits are better and spreading profits among escort ships and replacing lost barges cuts into their profit margins too much so lowsec is unprofitable by a vast margin. Cut this down by increasing survival rates for barges etc and it becomes more profitable even with the escort to pay for.
If a Freighter can be lost in one minute to 3 BC's what chance does a barge have against even 1 cruiser or a HAC?
If you want carebears to play this game in lowsec as well, maybe you should make it profitable for them to do so.
